Charlotte Refsum and Markus Bolton announced for Rewired 2025

Dr Charlotte Refsum, director of health policy at the Tony Blair Institute for Global Change (TBI) and Markus Bolton, chief executive at Graphnet have been announced as speakers at Digital Health Rewired 2025.
Digital Care Records are being advocated by the influential TBI as the missing glue needed to integrate the health and care system and empower patients in taking control of their care.
In a Rewired 2025 fireside discussion chaired by Jon Hoeksma, chief executive of Digital Health, Refsum and Bolton will explore how digital care records could enable integrated care and accelerate future health and care services.
Refsum is a trained physician and expert in health policy who has worked in 25 countries to support the transformation of health systems globally. Her work focuses on harnessing the power of AI and other technology to drive prevention, create sustainable health systems and achieve health for all.
Working alongside Sir Patrick Vallance and Sir John Bell, her thought leadership contributes significantly to policy discussions of social-care policy, biotechnology and health care in the AI era.
Bolton has 44 years of experience in the software industry with a specialist focus on healthcare informatics since 1993.
He was founder and chief executive of System C Healthcare from 1983 to early 2022 and has been a director and major shareholder of Graphnet since 2012. During that time, Bolton has been involved with many aspects of the business including strategy, growth and mergers and acquisitions.
He is an enthusiastic supporter of improving health and social care through data and process transformation and is heavily involved in Graphnet’s population health work.
Refsum and Bolton join an array of prominent speakers confirmed for Rewired 2025, including newly appointed NHS national chief clinical information officer, Dr Alec Price-Forbes and national chief nursing information officer, Helen Balsdon, who will share their plans for the next stage of NHS digitisation.
Other speakers include Professor Joe Harrison, national director of the NHS App, Phil Wood, chief executive at Leeds Teaching Hospitals, Ming Tang, chief data and analytics officer at NHS England, Dr Jessica Morley, postdoctoral research associate at Yale Digital Ethics Centre, and Mike Bracken, founding partner of Public Digital.
