Greater Manchester shared care record deployed across the whole region

Health and care organisations across Greater Manchester have accelerated the deployment of the GM Care Record for all 2.8million people.

Powered by Graphnet’s CareCentric shared record software, the platform collates information held by different health and care providers to ensure that doctors, nurses and practitioners providing care and treatment can see up to date medical records, medications and test results.

This builds on the existing borough-based care records that are in place already to create a single joined-up care record for all of the city-region.

In response to the coronavirus pandemic, the GM Care Record has worked with Graphnet to include information about when a patient has been tested or diagnosed with Covid-19 and whether they are self-isolating at home or have been hospitalised.

The project has been overseen by Health Innovation Manchester and the GM Health and Social Care Partnership.

Guy Lucchi, digital innovation director at Health Innovation Manchester/GM Health and Social Care Partnership, said: “The GM Care Record supports clinical decision making by providing access to important information on medications, test results, care plans and social care support.  All of which are essential to treating Covid-19 and other health conditions.

“The accelerated deployment of the single GM Care record is a major step forward in ensuring patients are provided with the best possible care based on the most accurate and up to date information.”

The ability to share data through the GM Care Record is backed by a region-wide approach to data protection and information sharing in accordance with national guidance, including the development of a Data Protection Impact Assessment (DPIA) for Greater Manchester.

The region has also adopted Graphnet’s inbuilt business intelligence platform to support Covid-19 analytics, monitoring and planning using anonymised data. This will be overseen by an expert group including members of the public, researchers and clinical leaders.

Brian Waters, chief executive of Graphnet, added: “This has been a great partnership effort in response to the very difficult national situation.

“We’ve been working with the various GM boroughs individually for some time, and it is great to see it all come together now into a single record which is helping underpin the delivery of co-ordinated, integrated services across the region.”

The accelerated developments and data sharing arrangements in place to support the GM Care Record will be reviewed in September when the national Control of Patient Information Regulations (COPI) notice for COVID-19 expires.

  • Thank you for your comment and I want to reassure you that we take the safety, privacy and security of your data very seriously. The development of the GM Care Record has taken into account all national guidance, regulation and legislation on data sharing.

    I can assure you that as a result of your opt-outs, and the specific codes referred to, your data would not be shared through the GM Care Record. The GM Care Record pulls data from various sources to give a combined view across health and social care for the purposes of direct care. If there was any opt-out from the source system (e.g. your GP practice), your data wouldn’t be shared with the GM Care Record.

      Sorry its taken so long for me to reply back.

      I been quite ill (not Covid-19) and had to fend for myself and I did not seek care and treatment as I did not want my data shared.

      You failed to address my question. How did you inform the patients

      I am fully aware as to how, The GM Care Record pulls data from various sources to give a combined view across health and social care for the purposes of direct care.
      That’s why I opted- out.

      You do not need to put me in touch with the relevant organisation in my area of Greater Manchester. I already know what organisation and who to contact. I have already contacted them but there far to superior to answer my questions.
      After all I am only the patient whose data you are sharing.

  • How did you inform the patients.

    Manchester does things differently they don’t tell me the patients any thing.. Me the patient has no control over there data.

    I have a Type 1 (“9Nu0”) opt-out (or objection) on my GP record.
    All “secondary” uses of my GP record
    including the CPRD, risk stratification, mandatory uploads
    to NHS Digital, national data audits.

    I have an opt-out to a Shared Care Record/Clinical Data Repository/Data Warehouse
    9Nd1/XaKll or 93C1/XaKRw on my GP record.

    I have an opt-out for EMIS Web data streaming and ask for the disabling for my GP record.

    I bet your still sharing my data with out my consent
